WELCOME!
Non-Profit Evaluation & Resource Center, Inc. (NPERCI) is an independent, non-partisan, not-for-profit organization. NPERCI is the first evaluation and resource center for public, private, for-profit and non-profit organizations in Puerto Rico. NPERCI monitors the operations of the public, private and not-for-profit sectors and, carefully and systematically, investigates aspects that positively contributes to the betterment of these sectors. Through evaluation, we increase the knowledge and develop the skills of the human capital, helping organizations to identify opportunities and reach the next level. We foster the compliance with applicable laws and requirements, facilitate the documentation of organizational operations and performance, their programs, projects and services, identifying areas that need to be enhanced, formulating courses of action, and evidencing their effectiveness, efficiency, outcomes and impact. One of our hallmarks is the preparation of reports that logically and transparently lays out empirical findings; with clear-cut conclusions and practical recommendations on how to improve programs, services, processes and activities.

About Us
NPERCI supports organizations in their efforts to achieve institutional excellence and builds their capacity through evaluation and support services. The methodology used by NPERCI is based on scientific evidence and years of experience in the field of evaluation research. It includes appropriate, innovative and effective methods to strengthen organizations, improving their decision-making process, the transferring and utilization of knowledge, and increasing the effectiveness and efficiency of their processes and activities. NPERCI serves as an external evaluation center dedicated to the promotion of excellence in operations and performance, evaluating and certifying those organizations that comply with determined norms of operations. NPERCI is the first and sole external evaluation agency in Puerto Rico that awards the Certification of Institutional ExcellenceSM and the Grand Seal of Institutional ExcellenceSM, through the Operative System for Institutional OptimizationSM.
In addition to evaluation, NPERCI focuses on empowering organizations through information, education, and support services and is committed to support organizations in their efforts to achieve institutional excellence.
Our mission is to optimize the performance, outcomes and impact of institutions through evaluation.
Our vision is to be recognized as the preferred external evaluation resource for attaining institutional excellence and to promote social change and progress.
Our goals are:
· To promote the utilization of evaluation as a sound strategy for institutional learning, decision-making and success.
· To generate new knowledge and develop skills in the field of evaluation to contribute to the development, implementation and/or strengthening of internal evaluation systems.
· To promote informed decision-making and the utilization of best practices through the dissemination of the findings of the evaluations conducted by NPERCI.
NPERCI is incorporated in the Department of State of the Commonwealth of Puerto Rico as a Non-Stock Corporation, Registry #43,904-SF. NPERCI follows the American Evaluation Association’s Principles for Evaluators and is a member of the following professional organizations: World Association of Non-Governmental Organizations, International Society for Third-Sector Research, National Council of Nonprofits, American Evaluation Association and Canadian Evaluation Society.
Areas of Service Since 1993, the evaluation team of NPERCI has been conducting evaluations (short, medium and long-term) and providing a variety of support services in the fields of health, education, social services, violence and child abuse prevention, as well as, in strategic planning, among others. The educational background of the external evaluation team includes a M.S. in Evaluation Research and a Ph.D. in Administration. The team has conducted program evaluations for governmental agencies, school districts, higher education institutions, and non-profits, private and public organizations in Puerto Rico, United States and Latin America. Our geographical scope includes North America, Central America, South America, Europe and the Caribbean.
As researchers and evaluators, the external evaluation team is very knowledgeable about quantitative and qualitative research methods, development of indicators, monitoring, process and impact evaluations, and data analysis and reporting. Due to their varied experience in evaluation research, NPERCI’s external evaluation team has considerable knowledge in communication strategies, is fully bilingual in Spanish and English, and is culturally sensitive.

Focused Active Evaluation Model©
The Focused Active Evaluation Model© (Serpa and Rojas) was developed to facilitate a practical and useful evaluation framework based on institutional context, immediate community, and extended community, as well as, to improve an organization’s decision-making process. The model presents the evaluator with a renewed role: as an extension of the control system and as a collaborator and facilitator. It can be easily integrated into the normal operations of any organization. It integrates innovative practices and utilizes new knowledge to contribute to social progress and better quality of life.
Operative System for Institutional OptimizationSM
The Operative System for Institutional OptimizationSM is a voluntary, capacity building system, based in a model that promotes integrity, transparency, and accountability, strengthening organizations. The purpose of the Operative System for Institutional OptimizationSM is to identify those organizations that comply with determined norms of operations and expected performance as accountable organizations, committed to integrity and excellence and in which the public can trust. This facilitates the decision-making process of contributors and investors including customers, private funding entities, foundations and government when selecting the best choice for providing a service, to satisfy a need, or to support an endeavor.
